Uk Samoeun aka Phin confessed that Suong, chief of energy unit 450, was a Khuon's network since 1974. Suong linked with Oeun and Voeung. After receiving the reply of labor party of Vietnam from Sin, Nhem invited Suong, Oeun, Man and Voeung to get meeting in order to set time to attack the communist party of Kampuchea in January 1977 under the leading of Suong, Oeun and Voeun, commanders.
អ៊ុក សាមឿន ហៅ ភីន បានឆ្លើយថា សួងប្រធានថាមពល ៤៥០ ជាមនុស្សរបស់ ឃួន តាំងពីឆ្នាំ១៩៧៤។ ក្រោយមកសួងបានភ្ជាប់ ខ្សែជាមួយ អឿន និង វឿង។ ក្រោយពីទទួលផែនការឆ្លើយតប របស់បក្សពលករវៀតណាម តាមរយៈស៊ិន មកញ៉ែម បានហៅ សួង, អឿន, ម៉ន និងវឿង ទៅប្រជុំ កំណត់ពេលធ្វើការវាយបក្ស កុម្មុយនីស្ដកម្ពុជានៅខែ១-១៩៧៧ ហើយគណៈបញ្ជាការមាន សួង, អឿន និង វឿង។
