On July 8, 1971, about 15 North Yuon Viet Cong commanders and Khmer Viet Cong commanders held a meeting under the presidency of the Viet Cong Khmer, laok Ta at VT 782-944, in Trapeang Sangke village, Chrey Las sub-district, Ponhea Leu district, Kandal province in which he raised up about the plan to destroy the National Road No.5 at VU 773-075, in Kampong Luong sub-district in shortly there after.
កាលពីថ្ងៃទី៨ ខែកក្កដា ឆ្នាំ១៩៧១ មេយួនយៀកកុង និងខ្មែរចំនួន ប្រហែល១៥នាក់ ក្រោមអធិបតីយភាពឈ្មោះលោកតា បាន ប្រជុំសម្ងាត់មួយនៅភូមិត្រពាំងសង្កែ ឃុំជ្រៃលាស់ ស្រុកពញាឮ នៅចំណុចវ៉េតេ ៧៨២-៩៤៤។ ការប្រជុំនេះនិយាយ អំពីផែនការ បំផ្លាញផ្លូវជាតិលេខ៥ ក្នុងពេលខាងមុខនេះ ជាពិសេស បំផ្លាញថ្នល់ ជាតិត្រង់ចំណុចវ៉េអ៊ុយ ៧៧៣-០៧៥ ក្នុងឃុំកំពង់លួង។
