On August 30, 1976, there was a meeting between secretaries and under secretaries of division and regiment about enemies situation with guides because it was said that"During social revolution one ate porridge with water green, and now communism one eat only water green". Enemies intended to persuade bad people and high rank people to become CIA to attack us. We had to educate people and persuade 98% of good people to be on our side and bad people were not many, perhaps 2% only. Comrade 89 raised action:
-Take more care to educate party members and youth leagues to understand about social revolution clearly especially discourage private property and encourage collectivity. -Must find out compound of not good people whether they supported or not and those who lack of understanding or objecting and involving with enemies. -Compound of not good people had to be put in a separate place to be educated and they were under responsibility of a firm cadre, and never allowed these people to go back home. -Fighting forces must be prepared in case of problems. -A thorough checking measure must be taken and theft must be considered as actions against us, shit in a working place, walked and knocked at doors at night, showed off white flag and red flag, created conflict and diverted our line. The meeting was asked to have the following context in August 31, meeting: -Report on Kampuchea revolutionary situation recently. -Discuss the plan of establishing four year party socialism. -Study the context and secondary meeting. Other problems: Angkar asked to clear out the rubbish by September 1976 and collect all generations. If anyone saw brother 81's letter. កាលពីថ្ងៃទី៣០-សីហា-១៩៧៦ មានការប្រជុំលេខា និងអនុលេខា កងពល និងវរៈសេនាធំឯករាជុ្យស្ដីពី សកម្មភាពខ្មាំងមានខ្សែដឹកនាំ ព្រោះដំណឹងដូចៗគ្នានូវពាក្យស្លោក «ធ្វើបដិវត្ដសង្គមនិយមស៊ីបបរ លាយត្រកួនដល់កុម្មុយនិស្ដស៊ីត្រកួនទទេ»។ ខ្មាំងវាចង់ឆ្លៀតប្រមូល ពួកសមាសភាពមិនល្អ-មុខមាត់-បុណ្យសក្ដិបញ្ចូលជាសេអ៊ីអាស ម្រាប់វាយយើង។ យើងត្រូវអប់រំប្រជាជន ឱ្យអូសទាញប្រជាជនឱ្យល្អ៩៨ភាគរយនៅ ខាងយើង។ ពួកមិនល្អមិនច្រើនទេប្រហែល ២ភាគរយប៉ុណ្ណោះ។ សមមិត្ដ ៨៩ បានលើកវិធានការត្រូវយក ចិត្ដទុកដាក់អប់រំថែមលើបក្ខជន សម្ព័ន្ធយុវជនយុវនារីឱ្យយល់ពី បដិវត្ដន៍សង្គមនិយម ពិសេសកំចាត់កម្ម សិទ្ធិឯកជនបំពាក់កម្មសិទ្ធ សមូហភាព។ ត្រូវសំរិតសំរាំងសមាសភាព មិនល្អតទៅទៀត។ ត្រូវដាច់ខាតតើគេគាំទ្រឬមិនគាំទ្រមិនគាំទ្រ ដោយមិនយល់ឬដោយ ប្រឆាំងចូលដៃជាមួយខ្មាំង។ សមាសភាពមិន ល្អប្រមូលដាក់ ដោយឡែកអប់រំហើយឱ្យកម្មាភិបាលដែលរឹងប៉ឹងទទួលខុសត្រូវគ្រប់ គ្រងកុំឱ្យមូលដ្ឋានឱ្យសោះ។ ត្រូវត្រៀមកម្លាំងប្រយុទ្ឋ សម្រាប់ពេល មានបញ្ហាកើតឡើង ត្រូវមានវិធានការឆែកឆេរឱ្យបានហ្មត់ចត់។ បញ្ហាលួចត្រូវចាប់អារម្មណ៍ជាសកម្មភាពប្រឆាំងយើងខ្លះ ចុះអាចម៍ដាក់កន្លែងដើរ គោះទ្វារពេលយប់ឃោសនាទង់ស ទង់ក្រហម ឆ្កិះជំទាស់ និងបង្វែរមាគា៌។ សំណូមពរអង្គប្រជុំស្នើរសុំ អង្គប្រជុំ សម្រាប់ថ្ងៃទី៣១ ខែសីហា មានៈ រាយការណ៍ពីសភាពការណ៍បដិវត្ដន៍ កម្ពុជា បច្ចុប្បន្នខ្លះពិភាក្សាលើគម្រោង កសាងសង្គមនិយមរបស់បក្ស ៤ឆ្នាំ និងរៀនសូត្រខ្លឹមសារប្រជុំសាខា។ បញ្ហាផេ្សងៗ គឺអង្គការស្នើឱ្យប្រមូលសំរាមដឹកឱ្យអស់ខែកញ្ញា-១៩៧៦ និងប្រមូលម៉ាស៊ីនភ្លើង។ បើឃើញសំបុត្របង៨១ សុំឱ្យគ្រប់កងពលអនុញ្ញាតឱ្យប្រមូល។
