Comrade Sour, was appopinted as chief of Kampong Siem district, comrade Ly, a former Khmer Viet Cong was appointed as a deputy chief of Kampong Siem district and comrade Kroem, was appointed as a security chief in Kampong Siem district by the Khmer Communists.
About Khmer Communist soldiers armed with two 82mm mortars, two 60mm mortars, six B.40 gunes, four 30mm machine guns, AK-47 guns, M-79 guns and a lot of Kampong Siem district (called district 41) in Kampong Cham province. ខ្មែរកុម្មុយនិស្ដបានរៀបចំគណៈស្រុកកំពង់សៀម ហៅស្រុកលេ៤១ ដែលមានមិត្ដសួរជាប្រធានអតីត យៀកមិញមិត្ដឡី ជាអនុប្រធាន មិត្ដក្រឹម ប្រធានសន្ដិសុខ។ ស្រុកលេខ៤១ មានកងវរៈសេនាតូចលេខ ៤១៣ ប្រចាំការនៅទីនោះមានចំនួន៦០០នាក់ ប្រដាប់ដោយអាវុធ ទំនើបៗដូចជាកាំភ្លើងត្បាល់៨២មីលីម៉ែត្រ ២ដើម ៦០មីលីម៉ែត្រ ២ដើម បេ៤០ ចំនួន៦ដើម កាំភ្លើងយន្ដធុន៣០មីលីម៉ែត្រ ៤ដើម អាកា៤៧ អឹម៧៩ និងគ្រាប់បែកដៃជាច្រើនគ្រាប់។
