In September 9, 1976, there was a meeting between comrade 164, with comrade 89. The meeting focused on the instruction of vessel uses, the setting up of radar station in Boko, the enemy situation, internal issues and other related works. Comrade 89, gave some instruction about the enemys' activities, especially the plans to conquer Koh Tang, Koh Pring, Koh Poulovai, Keb and Koh Kong. They depended on Sing Ngok Thann forces located in Koh Trol. Comrade 89, also showed the other plan to fight enemy along Thai border especially from Battambang and Preah Vihear provinces. So our mesure was to request the sea area tobe cautious, and boat coming in Koh Rong need to be interrogated. For Koh Tang, we had to intervene with 9 ship-soldiers. The ships had to be equiped with anti-plane guns in order to prevent petroleum station, Kompong som port and we had to prepare the walkie-talkie systems to make sure it would go smothly. We had to ask Chinese comrades to strengthen the use of machines and Radas. We also needed them to train us how to shoot the planes skillfully. For the setting up of Rada station in Boko, we had to be faster. It they asked for something we had to give them immediately. For interior issue, we could question Vong. We also had to gather the deserters for farm production, and military members had to be collected.
កាលពីថ្ងៃទី៩-កញ្ញា-១៩៧៦ មានការប្រជុំស.ម១៦៤ ជាមួយស.ម ៨៩ ស្ដីពីបញ្ហារៀនសូត្រនាវាការសង់ស្ថានីយរ៉ាដា នៅបូកគោ សភាព ការណ៍ខ្មាំង និងសភាពការណ៍ផ្ទៃក្នុង និងបញ្ហាផេ្សងៗ។ ស.ម ៨៩ ផ្ដល់មតិណែនាំពីសភាពការណ៍ខ្មាំងនៅខាងសមុទ្រ ដែលវាយយក កោះតាង កោះព្រីង កោះប៉ូឡូវៃ និងវាយយកកែប និងកោះកុង។ ពួកវាពឹងកម្លាំង ស៊ឹងង៉ុកថាន់ នៅកោះត្រល់។ មុខព្រួញមួយទៀត វាយតាមព្រំដែនខាងបាត់ដំបង និងព្រះវិហារ។ ដូចេ្នះវិធានការ យើងត្រូវស្នើខាងសមុទ្រឱ្យប្រុងប្រយ័ត្ន។ ពួកទូកចូលមកកោះរង់ សន្ធឹមត្រូវសួរចម្លើយ។ ខាងកោះត្រូវកម្លាំងនាវាជួយអន្ដរាគមកោះវ៉ៃ កោះតាង ស្នើដាក់កាំភ្លើងបាញ់យន្ដហោះនៅតាមកោះ រៀបចំការពារ ឃ្លាំងបេ្រង និងផែកំពង់សោម ហើយតេអូរទាក់ទងឱ្យបានល្អ។ ការ កសាងកម្លាំងទ័ពជើងទឹក ស្នើមិត្ដបចេ្ចកទេសចិនជួយពង្រឹងការប្រើ វៃម៉ាស៊ីន និង រ៉ាដា ស្នើឱ្យគេជួយបង្ហាត់បាញ់យន្ដហោះឱ្យស្ទាត់។ បញ្ហាកសាងមូលដ្ឋាន រ៉ាដា នៅបូកគោ និងកោះតាងត្រូវខំឱ្យលឿនបើ គេស្នើសម្ភារ អីត្រូវដោះស្រាយឱ្យគេភ្លាម។ បញ្ហាផ្ទៃក្នុងឈ្មោះ វង់ស្រួលចោះចាប់សួរចម្លើយចុះ។ បញ្ហាពួករត់ត្រូវប្រមូលឱ្យបង្ក បង្កើនផលមួយដុំចុះ ហើយសមាសភាពទាហានត្រូវប្រមូល។
