On September 16, 1976, there was a meeting of secretary and under secretary of independent regiment. The meeting focussed on the enemy situation, commemorative meeting of Mao Seng Tung and poison issues. Comrade 89 explained that the enemies who ran away was to inform CIA based in South Vietnam. The imperialist wanted to attack us by sea. They would give priority to US and France to exploit the petroleum, If they could conquer. The other aimes were Battambang and Preah Vihear provinces. Chakkrei's line was the buried-within line which related with imperialist as well as Free-Khmer. For security, we had to select carefully the ones who were bad, because we had the new comers and desserters living together. So, we had to take the following actions: First, we had to identify clearly the main reasons of quarrel. Second, check soldier biography. Third, trace them to make sure that they always thoroughly secured. For Mao Seng Tung's commemoration, we had to select only the good component, because there would have some foreigners' participation. The participants had to were white dress expressing sad appearance, no laughing, no applausing, no arms, no book, no pen and no noting. This gathering would took place at stadium at 5 AM. There would have 450 participants including 4 regiments, 4 divisions and one department.
កាលពីថ្ងៃទី១៦-កញ្ញា-១៩៧៦ មានការប្រជុំលេខា អនុលេខាកង ពល និងកងវរៈសេនាធំឯករាជ្យស្ដីពីៈ សភាពការណ៍ ខ្មាំងមេវិញ គោរពវិញ្ញាណក្ខ័ន្ធ ម៉ៅ សេងទុង និងបញ្ហាថ្នាំពុល។ ស.ម ៨៩ ផ្ដល់មតិពីសភាពការណ៍ខ្មាំងដែលរត់ទៅ គឺគោលបំណងទៅរាយ ការណ៍ឱ្យសេអ៊ីអា នៅវៀតណាមខាងត្បូង។ ចម្លើយវាពួកចក្រពត្ដិមាន ផែនការវាយយើងខាងសមុទ្រ។ បើវាយបានវាប្រគល់ឱ្យចក្រពត្ដិ អាមេរិក និងបារាំង ធ្វើអាជីកម្មបេ្រងកាត និងមុខសញ្ញាមួយទៀត ខាងបាត់ដំបង និង ព្រះវិហារ ។ ខ្សែចក្រីជាខ្សែបង្កប់មួយសម្រាប់ ទាក់ទងជាមួយចក្រពតិ្ដផងជាមួយពួកសើរើផង។ ក្នុងផ្នែកច្បាំង យើងសំរិតសំរាំងពួកមិនល្អ ព្រោះមានពួកថ្មី និងរត់ចោលជួរចូលក្នុង ទ័ព។ ដូចេ្នះយើងត្រូវអនុវត្ដ វិធានការ ក្ដាប់ទំនាស់ឱ្យច្បាស់តាមដាន ប្រវត្ដិរូបកងទ័ពឱ្យច្បាស់ ត្រូវតាមដានការយាមកាមឱ្យម៉ត់ចត់។ បញ្ហាគោរពសព ម៉ៅ សេងទុង យើងត្រូវជ្រើសរើសជំហរ សមាសភាពចូលរួមឱ្យល្អព្រោះមានបរទេសចូលរួម។ អ្នកចូលរួម ត្រូវស្លៀកពាក់ខ្មៅសំដែងអាកប្បកិរិយា ក្រៀម ក្រំគ្មានសើចគ្មានទះដៃ គ្មានស្រែកជ័យឃោស គ្មានអាវុធ គ្មានសៀវភៅ។ ពិធីនេះធ្វើនៅ ពហុកីឡាដ្ឋានម៉េាង៥ៈ០០ព្រឹក។ កម្លាំងចូលរួមចំនួន ៤៥០នាក់ មាន៤កងពល ៤វរៈសេនាធំ និងមន្ទីរមួយ។
