Pen Vay was a militiaman of Khmer rebels in Veal village, Tang Luoch sub-district, Krovanh district, Pursat province. He defected to the society on October 05, 1973, with our National Armed Forces in battalion 55 in Veal village, Pursat province.
បែន វ៉ាយ ជាខ្មែរឧទ្ទាម មានឋានៈជាកងឈ្លបភូមិវាល ឃុំតាំងលួច ស្រុកក្រវ៉ាញ ខេត្ដពោធិសាត់។ ជននេះបានចូលរួបរួមក្នុងសង្គម ជាតិជាមួយកងទ័ពជាតិក្នុងកងវរសេនាតូចលេខ៥៥នៅភូមិវាល កាលពី០៥ តុលា ១៩៧៣។
