Mr Carter has sought to balance his condemnation of Cambodian breaches of Human Rights with a oppsition to Vietnamese efforts to bring down the Phnom Penh regime. Since Vietnam is supported by the Soviet Union, and Cambodia by the new friend of the US, mainland China, it would seem that the President was addressing Peking rather than Hanoi or Turtle Bay.
