Summary / Abstract :
|
The new communist rulers of Cambodia have lost no time plotting the path for the future. A special national congress, meeting in Phnom Penh from April 25-27, endorsed a neutral foriegn policy and stated that no foriegn bases would be permitted on Cambodian soil. This we interpreted a first as a warning to the North Vietnamese who are still believed to have some 20,000 troop in Cambodia. But with the fall of Saigon such sanctuaries are largely superfluous.
