At the begining of October 1973, in a note to the member countries of the international commission, the provissional revolutionary government of the RSVN brought to their notice the US and the Saigon regime continued violating the Paris Agreement and embarked into new military adventures, it would reserve for itself the right to take appropriate steps to protect its people and territory, airspace and waters.
