President Podgorny has cordially congratulated Prince Norodom Sihanouk as "Head of States and Chairman of the Cambodia National United Front" on the fifth anniversary of the founding of the Khmer Rouge insurgent organization. The Soviet president's message expresses his own joy and that of the "entire Soviet people" at the "remarkable successes aclieved by the Cambodian patriots". This surge of Russian warmth for prince Sihanouk is a significant sign of the time. It is not exactly bandwagon climbing as the Soviet leadership has always kept a foothold on the running board by professing support for the Khmer Rouge.
