It is hard to convince the US congress (or any other parliament for that matter) that foreign policy must always be unfinished business. Because of this, because of his loyal service to President Nixon, and because of the way he practised his personal diplomacy, Dr Kissinger has long been unpopular with many congressional leaders and is probably even more unpopular today. No one wins every poker game, not even Matternich, not even Henny Kissinger.
