Fellow-countrymen throughout country, peace, freedom and justice all over the world. Twenty months have elapsed since the singing of Paris agreement on ending the war and restoring peace in Vietnam under its terms, patriods and peace-lovers detained by the Nguyen Van Thieu administration were to be returned to their home districts of villages and reunited with their families. Yet after the February 1974 releases, both the United States and Thieu unscrupulously and brazenly state that not singale political prisoner was left in South Vietnam. While continuing to hold and maltreating over 200,000 political detainees, the Nguyen Van Thieu administration have arrested, and jailed another 50.000 people simply for having advocated peace and national reconciliation and concord or militated for the right to live or to regain their native places.
