Henry Kissinger has said about the "Mayaguez affair" that "we are not going around looking for opportunities to prove our manhood." What then as the United States trying to prove? President Gerld Ford had quickly branded seizure of the ship by the new communist regime in Phnom Penh an "act of piracy". The facts, however, also suggest another view: The "Mayaguez" was arrested while in waters long claimed by Cambodian government. The only dilpomacy of consequence in the dispute was that of the gunboat.
