The United States of America (200 million plus) Vs. Cambodia (maybe 5 million prior to estimated losses of 1 million during five years of war and secret U.S bombing-turkey shoots). To be more precise, the U.S.A Vs the Khmer Rouge say 50,000 counting those 10-year-olds lugging weapons taller than themselves.
