A Cambodian government air spotter reported today that a fleet of 100 Sampans, carrying 600 insurgents, was moving up the Mekong River toward Phnom Penh where rebel ground attacks drove government defenders from five of the city's defence posts. Two more planeloads of American Embassy staff, third country embassy employ and humanitarian workers left for Bangkok under American plans to cutback embassy staff by 15 percent. In view of the growing Khmer Rouge threat to the capital. The first two flights left yesterday.
