Phnom Penh, Cambodia, Novermber, 7 Phan the Dien was arrested five month ago because the did not pay the fulltax assessed againt ethnic Vietnamese, as foreigners in Cambodia. "When I said I would pay what they wanted, they told me, I was to late, I would have to go to prison" the 35 year-old mother of three related. She was released after South Vietnamese officials here intervened on her behalf. She now lives with her yong children in a grouping camp of more than 500 Vietnamese who are forced to occupy crowed quarter in and around and old Vietnamese temple here in the Capital. Thirty five hundred other are in camps in Battambang province.
