Phnom Penh, February 6 (AP). John Gunther Dean, 47 the No. 2 man in the U.S mission in Laos, has been named ambassador to Cambodia, the U.S Embassy here said today. The Ambassadarial Post has been vacant since early last September with the departure of Emory C. Swank. At the same time, President Nixon nominated Philip W. Manhard to be ambassador to mauritius. Mr. Manhard was the highest ranking civillian captive of the Viet Cong from 1968 to 1973.
