Amidst all of the unanswered questions in Indochina these days, none is murkier than the mystery surrounding Cambodia's new top leadership. For Cambodia must have the only functioning government in the world with a titular head of state (Prince Norodom Sihanouk) and a nominal premier (Penn Nouth) both fidgetting away their time in exile. At home the actual reins of power were assumed to be in the hands of Deputy Premier Khieu Samphan, who emerged as the front man for the Victorious Khmer Rouge revolutionaries after their victory in April.
