In Cambodia, the capital Phnom Penh was liberated on April 17, through the opplication of a judicous strategy consisting in eccirching the traitors' last refuge and cutting all communications-roads waterways and air lines. Cambodia has just begin a programe of economic development, taking agriculture-above all cultivation of rice-as the starting point: "Having rice; on can have everything steel, factories, energy, fuels tractors..." It is envisaged that the number of crops per years will be doubled, trebled, even quadrupled, and the yield per hectare will be as much increased. P1
