Since Phnom Penh surrendered to the Khmer Rouge forces last Thursday there has been an almost complete black-out on communications. The only link has been with Paris, apparently though the French Embassy in Phnom Penh. patrice de Beer, correspondent of le Monde, said an order for the civilian evacuation of Phnom Penh was probably made so that the Khmer Rouge could more easily control the city.
