Few people who were in Phnom Penh in March, 1970 , expected to find the leaders of the coup which overthrew prince Sihanouk still in power four years latter. Almost everything pointed to an early collapse of the newborn Khmer republic: its tiny and incompetent army, its leaders' singular lack of dynamism. And yet four years latter Marshal Lon Nol and his fellow-conspirators of 1970 are still the bosses in Phnom Penh. Whatever else they have not achieved in the intervening years, they have passed the first test of such things: They have survived.
