Facts and Events: Like its Shadow: The Phnom Penh leaders have been compelled to penalize the the most scanlalous cases, sometime using this as an oppurtunity to purge their opponents. Certainly this does not mean that they are honest men. For instance: UPI revealed on March 3, 1973 that the wife of General Lon Nol, Lon Nol's sister-in-law, had transfered 92 million dollars taken from US aid to foreign bank. The Phnom Penh daily which revealed this was closed down. Theft, smuggling, bribery..etc.., are not only rampant in Phnom Penh. P11
