Bangkok, April 21 (AP)-Many of the thousands of Cambodian civillans who fled to Thailand were reported today to be going home. Sources in Paris said today that a number of important figures in the fallen government had left the French. Embassy in Phnom Penh and turned themselves over to the Khmer Rouge. For the fifth day, there was no news directly from P.P, which was captured by the communist-led rebels on Thursday. Khmer Rouge Radio monitored here concentrated on jubilant songs and statements.
