Phnom Penh, March 19 (AP). Cambodia troops today were trying to make a stand half a mile outside Oudong after insurgent forces routed them from that provincial capital 23 miles north of Phnom Penh the military command reported. Oudong capital after three days to heavy attack, was the first provincial capital lost to the Khmer Rouge in four years. Since the day season began in November, the Khmer Rouge have overrun three other isolated towns-Srang, Tram Khna and Vihea Suor.
