Troops of Cambodia's defeated government are fleeing across the border to neighbouring Thailand despite attempts by the communist-led Khmer Rouge victors to halt the exodus, according to reports reaching Bangkok. Radio Phnom Penh remained silent on the fate of supports of the fallen government, but the New York Times, quoting the French Foreign Ministry in Paris, Said 26 journalists, most of them foreigners, were safe in France's Phnom Penh embassy.
