October 31 should have been a day of celebration for 53-year-old Prince Norodom Sihanouk. It was his birthday the sixth since he went into exile after the Cambodian coup of March 18, 1970. But, sadly, he was still outside his country, although nominally its Head of State. Few congratulatory telegrams arrived, and only one letter from the Khmer Rouge in Phnom Penh expressing "ardent wishes".
