Washington, April 15 (IHT). The supreme court today declined, as it did during the years of the Vietnam war, consider the scope of the president's war-making power. In a brief, routine order, the justices declined, without comment, to hear a challenge to the legality of President Nixon's bombing of Cambodia last year without a declaration of war by congress.
