Prince Sihanouk was reported today to have rejected a ceasefire offer from Phnom Penh. Earlier, the International Committee of the Red Cross announced here that it had passed a message from the government in Phnom Penh to Prince Sihanouk in Peking asking for an immediate ceasefire in Cambodia and for the immediate transfer of power.
