Washington, April 29 (AP). A Khmer Rouge rebel leader who is treated by Peking with all the deference due a chief of state is rising to a position of power in the jungles of Cambodia. He is Khieu Samphan, 44 a lean, French educated Marxist. Prince Norodom Sihanouk, the deposed Cambodian leader now in exile in China, once him marked for execution because of his communist activities.
