Phnom Penh, April 7.-Cambodia's stad in leadership today discussed a formula that could lead to unconditional surrender to Khmer Rouge insurgents moving in on encircled Phnom Penh. Military sources said that in surgent forces had broken through the north-western defences of the capital and were now in a position to launch 107-mm rockets into the Pochentong airport from four miles.
