Phnom Penh, April 9 Advancing insurgents were locked in battle with government troops today on Phnom Penh's northern defence line and on the east bank of the Mekong River two miles from the heart of the capital. the struggle on the northern perimeter was over a key post four miles from Phnom Penh which was taken by the Khmer Rouge during the night. Government forces counter-attacked with an intense artillery barrage followed by infantrymen.
