Summary / Abstract :
|
President Ford's address to a joint session of congress on United States foreign relations reflected the position of a man, and an administration trying to cope with a number of different dilemmas at the same time-all of them serious. Mr Ford is the heir to much trouble. In fairness to him it must be said that far the greater part of it had its origins long before he was propelled into the White House on the coat-tails of the watergate scandals. On Vietnam and Cambodia, in particular, he is the one left holding the parcel when the music stopped, but the parcel had been put together by others.
