Phnom Penh: Market-looting by soldiers and the landing a week later of Air American Plances with rice suppliers from the Uited States has marked a new phase in the struggle for Cambodia. It appears that guerillas can make their pont by resorting to indirect action-such as cutting a rice road to Phnom Penh. A week before Khmer soldiers looted the Central Market (Review, September 16), the President's influential brother, colonel Lon Nol, told a journalist there was no shortage of rice in Cambodia. P1
