Summary / Abstract :

Phnom Penh: The Cambodian government's latest call for peace reflects a new measure of political and military statbility that is likely to be further consolidated during the coming months. The expected rains would hamper large movement of troops and make it more difficult for the Khmer Rouge to mount a successful major military drive against strategic government position. The end of the dry season also coinside with a political calm that appears to have settled over Phnom Penh following the assassinations by an unknown gunman of Keo Samg Kim, the national education minister, and his deputy, Thach Chea, on June 4, after they had been taken hostage by a mob of angry students.
