Saigon (AP)-North Vietnam said today that the U.S has resumed attacks above he 20th parallel, dropping more mines in Haiphong harbor and strafing suburbs of Haiphong with rockets, in an effort to force Hanoi to accept a peace agreement. Haig, who left last night and is due in Saigon tomorrow, will go also to Cambodia, Laos and Thailand in his assignment "to bring the leaders of those countries abreast of the status of the Paris negotiations".
