The Soviet Union and its East European allies will probably play a vital-if curious-role in the forth coming UN vote on whether the Khmer Republic will retain its seat or lose it to Prince Sihanouk's GRUNK. Last year the Soviet deplomats still in Phnom Penh (running and "embassy" which is neither closed nor open) the weeks before the December 1973 UN vote on Cambodia predicting that the Lon Nol government would retain its seat on the grounds that they expected many abstentions.
