US imperialist rule over Vietnam was over thrown only two months ago. It is still too soon for new US designs and manoeuvres to come to the surface. It is however certain that all US policies, past, present or future, spring from its aggressive and bellicist nature and cannot be dissociated from its huge economic and military potential which ranks first among capitalist nations. On the other hand, however wild its ambitions may be, US designs cannot go beyond its capacities of implementing them, capacities which are now more limited than ever before, which failures in Vietnam having generated a new balance of forces on a worlwide scale absolutely unfavorable to the USA...
