Phnom Penh- "corruption is as old as the land," observed Lon Nol, powerful younger brother of Cambodia President Lon Nol, in a recent speech. "It is a problem of every area and every country". Perhaps; but that is cold comfort to the Khmer people as they struggle with rising prices while men in high places wax rich on wartime corruption-particularly commanders in the army.
