In Article 20 of the Agreement Laos and Cambodia the signators agree: to respect the 1954 and 1962 Geneva Agreement which recognized the fundamental national rights of the Laos and Cambodians and to refrain from using Laos and Cambodia as a base of operations against each before or against other countries.
