On the instructions of our governments, we have the honour to request your exellency kindly to include in the agenda of the twenty-eighth regular session of the general assembly the question entitled "restoration of the lawful rights of the Royal Government of National Union of Cambodia in the United National" as a question of an urgent character. In accordance with rule 20 of the rules of procedure of the general assembly, we have the honour to enclose the explanatory memmorandum as well as the text of a draft resolution.
