Summary / Abstract :

On August 12, 1971 general Duong Van Minh turned over to the American charge d' affaires in Saigon a copy of a document said to have been sent by president Nguyhen Van Thieu to all province chiefs in South Vietnam. Gen. Minh susquently provide copies to other individuals and organizations when on August 20 th he withdraw from the presidential race.
