Chum Savat and other 10 networks held the meeting to mobilize the Free Khmer movement, which infiltrated into the Khmer guerrillas in Thailand and villages to expand forces by inducing people to flee into the forest. Also, all people had to steal weapons and grenades, and kill cadres. These would stage a sabotage to destroy materials of the Khmer Rouge, cut off bridges and railroads, and to mobilize forces to attack the party in June 1976.
ឈ្មោះជុំ សាវ៉ាត និងបក្ខពួក១០នាក់ទៀតបានប្រជុំដាក់ផែនការឱ្យប្រមូលខ្មែរដែលនៅសៀមមកបង្កប់ជាទ័ពព្រៃនៅស្រុកខ្មែរនិងបង្កប់តាមភូមិដើម្បីពង្រីកកម្លាំងរត់ចូលព្រៃធ្វើសកម្មភាពក្នុងភូមិ។ លួចអាវុធ គ្រាប់បែក សម្លាប់កម្មាភិបាល ធ្វើវិចេ្ឆទកម្មដុតបំផ្លាញសម្ភារៈ របស់ខ្មែរក្រហម បំផ្លាញស្ពាន ផ្លូវរទេះភ្លើងនិងប្រមូលកម្លាំង វាយបក្សនៅខែ៦-១៩៧៦។
