Summary / Abstract :
|
The U.S. has moreover, by withdrawal of all its ground forces, diviested itself of any military capability it may have had to decide the fate of the country. The president could of course, if he wished to assume responsibility for enforcing the Paris agreements and if he judged the North was violating them more flagrantly than the South, resumer the bombing of the North. To do so however, would not be decisive.
