Phnom Penh, Oct. 21 (NYT) - Little outside help is reaching the hospital patients who lie on straw mats in crowded corridors, the refugees living in boxcars on abandoned railroad sidings or the homeless residents of Neak Loung, which was accidentally bombed last August by an American B-52. Essentially the Cambodians are on their own.
