The Soviet Union has finally recognized the Cambodian Royal Government of National Union Headed by Norodom Sihanouk. Recognition of the Sihanouk government, formed soon after the U.S. backed coup in Phnom Penh three years ago and now administration 90 percent of Cambodia's territory, has been a point of contention between progressive and nonaligned countries on the one hand and the Soviet Union and some of its East European supporters on the other. People's China has been a particularly vociferous sponsor of the Sihanouk forces.
