The execution were ordered after an inspection of Kampong Cham, Cambodia's third largest city 47 miles northeast of Phnom Penh, by Gen.Sostene Fernandez, the commander in chief of the Cambodian army, the source said. They reported he issued a general order to commanders to shoot anyone refusing to fight.
