Phnom Penh, Sept. 12 (NYT). A government spokesman said today that enemy forces had been cleared from the provincial capital of Kampong Cham and that the Phnom Penh government had won a clear victory. For the last week communist forces had occupied much of the city and fighting and shelling had caused hundreds of casualties on both sides.
