With the Nixon administration bound by agreement with congress to halt the bombing of Cambodia this wednesday, there is some question of wheather the Phnom Penh regime of President Lon Nol can survive. Under the circumstances, the possibility no longer seems remote that Prince Norodom Sihanouk, the volatile former chief of state who was deposed three years ago in a coup led by Lon Nol, will be asked to return to Phnom Penh and head a coalition government.
