Phnom Penh, Dec. 23 - Three persons were killed and three wonded today when insurgents fired three Soviet-made rockets into the center of Phnom Penh, military officials said. A spokesman said that one rocket exploded 50 yards from the government's industry department and the two near Cambodian army headquarters.
